1. There must be a single project manager (PM). The entire project is managed by one PM who drives and monitors progress, ensuring overall control. This is because with multiple people, responsibility is easily shirked and decision-making becomes complex. Responsibilities must be assigned, and every milestone must yield results. The PM must have a clear picture and assign tasks to individuals, not just departments. Identify department heads and detail specific aspects such as media outreach to ensure coordination.

2. Control and implementation of time, schedule, and responsibilities.

3. Project stakeholders (those who can cause changes to the event, typically leaders). A plan may set a specific time for a certain phase, but if a leader requests changes the day before, all phases are affected, causing delays and waste of manpower and resources. Therefore, stakeholders must be involved to ensure the plan is confirmed and implemented, avoiding last-minute interference that could impact the event's success.

4. Risk control for the event. For example, expected attendance numbers; the project manager must grasp details, repeatedly rehearse from start to finish, and be fully prepared rather than improvising on the spot.
