1. Case content descriptions should be more concrete: Generally, PR planning case materials cover project research, strategy, implementation, and results. Since readers (such as judges or experts) have not participated in the event itself, they evaluate cases based on the submitted materials and their own experience. For example, in terms of project results, current materials mainly provide surface-level data such as coverage volume, exposure, and engagement, but lack in-depth analysis of topics, feature words, and hotspots. PR effectiveness evaluation often remains at the "output" level, and the depiction of "outcomes" needs improvement, such as sentiment analysis of audience discourse, scenario analysis, tendency analysis, and behavioral trajectory analysis before and after communication. Additionally, Q&A sessions could be added, whether face-to-face or via video/audio across spaces, to deepen content insights.

2. Evaluation methods should enhance realism: PR planning cases span various industries and come in diverse formats. How to conduct non-prior rational evaluation of case content is an obstacle evaluators must overcome. Incorporating annual developments and event characteristics into case content can enhance realism, helping to understand the project more comprehensively, deeply, and objectively.

3. Case selection scope should highlight differences: The rapid development of IT and internet technologies has profoundly changed the theory and practice of PR and communication, and this shift should be reflected in periodic PR case competitions. Different fields and industries have distinct characteristics and development differences, so the case scope can be more differentiated, such as selecting from corporate PR departments, PR agencies, government agencies, financial PR, healthcare, and public sectors across various industries.

4. Evaluation criteria should value practical abilities: From PR planning case descriptions, increasing the weight of assessing practitioners' practical abilities in summarizing and refining PR and communication behaviors is beneficial for encouraging practitioners to actively improve their skills, such as: enhancing imagination in comprehending behavior in intuitive and complex environments; strengthening intellectual ability to synthesize and generalize a project concept from complex backgrounds; and improving judgment in presenting objects contained in concepts within complex contexts. The accumulation of these three abilities will provide a catalyst for PR innovation.
